Alcalá: the 1991 plan, World Heritage and Torrejón Air Base
Alcalá still uses its 1991 General Plan, whose consolidated rules were published in January 2026. The review started in 1998 and the draft was last put on display in 2020, with no final approval yet.
The University and historic centre have been a World Heritage Site since 1998, and the historic town has been protected as a Site of Cultural Interest since 1968. Inside that area a Special Plan with fifteen protection levels applies, and a prefabricated house fits poorly. Outside the centre, the issue is usually different.
Alcalá heads the list of municipalities affected by Torrejón Air Base’s height restrictions (Royal Decree 120/2019). If your plot is inside them, the building and the crane need approval from the aviation authority before assembly.
